Trump's Assertive Claim on US Energy Investment in Venezuelan Faces Industry Doubt.

Industry experts have voiced deep doubt regarding bullish statements that US energy majors will quickly commit tens of billions of dollars to revive the country's crumbling oil infrastructure.

The Need for Solid Protections

Lacking an solid promise of financial backing from the American government, specialists predict global energy giants to act with great care.

“It seems too early to discuss any future business activities,” an official stated this weekend.

The ambitious timeframe of less than 18 months has been publicly proposed. Yet, industry projections indicate a longer timeline.

A More Realistic Schedule

“It is likely going to take multiple years for any significant production bounce,” commented one chief investment officer.

He suggested operators would likely spend:

  • The first year: Securing new government and security contracts.
  • The second year: Investing in overhaul of infrastructure.
  • Year three: Reaching a position to meaningfully increase production.

The result could be an rise of around 500,000 bpd perhaps by 2029.

Interest vs. Appetite for Investment

There is a key distinction between firms' attention and their appetite to invest heavily.

“In my view their curiosity is an high score, on a range of one to 10. I think their willingness is a four or five, because there is a lack of certainty yet.”

Seasoned observers in the region reinforce this caution. The expectation is that firms will publicly call it fantastic while in practice proceeding with great care.

The Colossal Price Tag

The required bill would be enormous. University projections suggest that adding between half a million and a million bpd would require in excess of $10 billion in capital spending over two to three years.

However, restoring output to previous levels of around 2.5 million barrels per day could require a staggering $80 billion to $90 billion over six or seven years.

The Unanswered Issue of Federal Guarantees

The idea of firms being paid back by the government has been repeatedly mentioned. However, specific plans on any guarantee have not yet been provided.

Without certainty is the key factor behind the industry's hesitation. Companies seek protection against nationalization and the risk that a future government could cancel any promise.

“You need to be shielded from sovereign risk, that we’ve witnessed in Venezuela already.”

Therefore, while political optimism runs high, the financial risks suggest a journey of measured steps for potential major financial commitment in the country's energy industry.
